Stamped Cross Moline

This pattern is used on many brasses, mostly cast ones, though this one is stamped. The design is often referred to as a 'cross moline, though that is not strictly accurate. A cross moline is an equal armed cross with flared ends, which this design has, but this design also has four stylised fleur de lys and a central saltair. The design dates back to the 1100's when it was used on the back of the King Stephen penny. Does anyone know why this design is used on brasses? I guess it is the emblem of a guild, organisation, brewery or company but don't know which one.
